It's often said that time is relative - never is that more true than the world of GTA. To keep things simple, and on-hand for you it's recommended you sync with the ical calendar below. Otherwise some common cities are included below but sadly we can't include all timezones. ical calendars
You can now subscribe to the iCal calender to keep you up-to-date wherever you are. This works with apple ical, google calander and any application that accepts the iCalendar format. This way you can add reminders for events to make sure you don't miss any of the action and this will also convert it to your local timezone. If you're unsure how to import a ".ics" to your calendar application use google to find instructions.

However updates in ical can take up to 24 hours to sync with your calendar software. The Social Club page is the best place to keep up-to-date.
