Well this has been a MONUMENTAL waste of time.
After a couple of weeks going back and forth they closed the ticket!!!!
For anyone interested here is the sorry ass excuse for a support system from Rockstar...

Hello, I have a bug in the creator. The prop snapping and override commands are not working together as they should.
Usually I snap a platform prop to another platform prop, then rotate it with the world heading commands.
After this I go into override POSITION to lock it, then override ROTATION to finetune the angles.
Recently however, I snap the prop, rotate with world heading then when I go into override POSITION - it resets the prop!!
Here is a video of the bug in action
I have cleared my cache and nothing seems to stop this bug happening. I know of it happening to several other XB1 AND PS4 players.

Remove your profile from the console
Uninstall the Game.

On Xbox One: Clear your system cache by holding the power button on your Xbox One until the system fully shuts off. You can then immediately power on the system and launch the game.

Ok I have done that as well and the problem is still there!
How many hoops am I going to have to jump through before you take this seriously. This IS NOT a problem at my end. This is a bug in the game that was caused by the last update.
Perhaps it would be better if I spoke with someone with some deeper knowledge, some technical experience, rather than someone generically reading from a script...

We would like to inform you that, In the Advanced Options section of the Props Menu, creators can select Override Position or Override Rotation to precisely maneuver a prop into position.
For more information in this regard, kindly refer the Stunt Race creator guide

As I stated very clearly in my original post, please go back and read it and you'll see... the problem IS WITH THE OVERRIDE COMMANDS!!!!!
Why is nobody reading what I have written??!!?!?! This is beyond frustrasting and beyond ridiculous now.
Please stop telling me to reset my cache or unlink my RSC account. Stop reading from a script. This is a GENUINE IN GAME BUG that needs Rockstar's attention. Please put me through to someone who can help!!!!
